There's no specific prioritization for non-DL elites: they're prioritized according to the table.

Like those with a DL Platinum xor Reserve Amex (having both is automatic Silver) who don't have Medallion status, they don't have any Medallion status, so are behind all Silvers. The Comfort+ vs. Main split is then applied. Million Miler is irrelevant (there are no MMs who aren't Medallions). Then those Reserve Amex cardholders without status are upgraded. After this, it's sorted by MQD (including the 2500 MQD from the Platinum Amex), where the non-DL elites automatically have zero.

Under the old system, before MQD was considered and when fare class mattered, non-DL elites had a chance against DL Reserve/Platinum Amexes (especially if married segments on a longhaul connecting to/from a light-load shorthaul had them in a higher Main fare class).

On the bright side, corporate travelers now only have upgrade priority if they're Medallions (that's a clarification that's been added since I saw it last).
