I think it has to be a BAH, so flights plus a car or hotel. Though you can book a hotel only with BAH (which I have done and collected Avios for) I don’t think you have any chance of getting nTPs. After all, BA is an airline and it wants to sell flights!

PS If you could, then IMHO a lot of people would try and put all their hotel bookings through BA to get status. So BA Gold and OW Emerald without having to fly BA at all? Now that would be a thing!
