As terbangalways is arriving from FCO (Shengen) that should be landside. If he has tax-free-forms from Italy, he has to go to the custom office itself (near Pablo terminal). That can indeed take some time and might require to show the merchandise, so keep it in hand luggage. That's one of the many oddities.
I read it as OP making a Correspondance. If so, unclear how it would be possible to access the PABLO machines at T2 unless OP wants to exit to the Departures area and then back through the main security and passport control, which on a 2 hour int'l transfer would be ill-advised.
