Flying Blue extends some elite benefits on
AFKL-marketed flights operated by non-SkyTeam airlines. It must be Flying Blue status (not another SkyTeam status) and it only applies to some airlines, but as OP pointed out, BT page on Flying Blue website lists this as a benefit on Air Baltic (in addition to that, the screenshot you posted also suggests lounge access is provided).
For what it's worth, all my AFKL tickets that include segment on another airline show 0 baggage allowance, even when the other airline is SkyTeam (SAS). I assume this is a bug, and I hope it only concerns the website, not the airport systems.
