Economy Light comes with 0 baggage allowance. When you are travelling on an Economy Light ticket, your ticket has no included luggage allowance.

SAS is a Skyteam airline and therefore observes your Skyteam benefit of an additional piece of luggage. So, from SAS's perspective, your allowance is 0 (from ticket) + 1 (from Skyteam status) = 1 free checked bag.
AirBaltic is not a Skyteam airline. So, from Air Baltic's perspective, your allowance is 0 (from ticket) = 0 free checked bags; they don't consider, or observe, your Skyteam status. That you have Skyteam Elite/Elite Plus status is therefore of no consequence on Air Baltic.

Don't confuse "Flying Blue partner airline" with "Skyteam partner airline". Only the latter will observe Skyteam status benefits. When you're travelling on a mere Flying Blue partner (i.e. a non-Skyteam airline), you get none of your status benefits - unless, perhaps, you also happen to have status with that particular non-Skyteam airline. "Flying Blue partner airline" merely means that there is some degree of partnership - at a bare minimum, you can earn Flying Blue miles (but not XPs) when travelling on flights marketed by that partner - but it never amounts to the level that is observed by Skyteam airlines. There may be instances where - at least in some cases - a Flying Blue member gets certain lounge and/or baggage privileges; but Air Baltic is not such an example.
