Generally the idea behind unlimited travel tickets (or all-you-can-eat vs a la carte, etc) is that you have to decide in advance, thereby gambling on whether you'll benefit. So a "capped" system is an unusually generous deal.
As a non-local, I wish they had a lower deposit for the card itself or an easier way to turn it in and get a refund. Currently it's (intentionally) a big hassle.
