yes it’s only “formally” at LHR/LGW/JFK however most places, certainly in Europe, will let you through if you say “they’re with me etc” - I’ve only ever been declined twice - once at Berlin (the old airport) ironically and the second was in Marrakesh where it was a very blunt “if it doesn't open the gate when it’s scanned then they can’t come through”
