I believe you can take an earlier KHH-HKG flight provided B class is available when married with your HKG-MEL flight. As the change is still processed in your PNR, the availability differs from that of a standalone KHH-HKG flight.

I have not checked each individual origin, but I think this is generally the case with CX. I see the following in CDG-origin fares, too. As OP holds a flex ticket, no repricing should be required for a same-day standby.

I think maybe with the amount of flights going on and from a revenue/profit perspective, it just makes sense for them to send someone on their merry way on an earlier unsold flight and increase availability on later flights.
With Economy Essential ex-Taiwan, change fee is 300TWD for HKG, 1000TWD for short-haul, and 1500TWD for long-haul.

You definitely have more experience with KHH than I do, so I can't say for sure, but in this case, the ticket does not need to be re-issued, simply revalidated to the new flight, for OP holds a Flex ticket. I don't think the ticket desk needs to be involved.
