Once you're in touch with the right department, I expect it will be pretty easy to get reimbursed for actual out of pocket expenses incurred.
Switching topics, did they give you any more information about the strike they're using to play the "extraordinary circumstances" card? This could be an uphill battle, but I'd personally do a little more dd before throwing in the towel.
