Is this an ex-KHH ticket (in another word, not a part of another ticket that started somewhere else)? If yes, I found the agent's response puzzling. R class tickets ex-Taiwan do not have change fee, and CX allows using historical fare for ticket exchange as long as routing remains the same, even before 1st coupon is used, so there should not be any fare difference. The only thing you might need to pay is YR difference, but CX has not increased YR for many months.

On the other hand, EF does not have Taiwan POS (Point of Sale), so it might not have accurate availability display. If you are willing to share the date and if your itinerary is ex-Taiwan, I can check availability display for you.
