I had a flight last year where I was #1 on the J upgrade list on JFK-LAX and I noticed someone on the visible standby list cleared into the last seat in J. So I kindly inquired with the GA what was up, they told me it was a voluntary standby from J that cleared. I said that was not the right procedure and the other GA was listening and agreed and, to both their credit, had it fixed. The other passenger had not boarded so it wasn't a problem. So the automation didn't run in that case...maybe it doesn't run on 3-class flights.
I'm similarly not convinced that this works or even exists. Earlier this year, I was upgraded and then downgraded (once I was on the aircraft). We were about to close the door - seems like GAs still have the same impunity as before.
