Having done both the inaugural Azores flights (into PDL, and out of TER the following week) in 2022, this perfectly describes what happened. The Inflight Lead to PDL was from the Azores and led the flag waving on arrival and some local press, nothing at all at LHR. The tourist board were also handing out goodie bags in arrivals.
At TER there was a band meeting the inbound. The flight to PDL was fairly busy but far from full, on the return of the TER inaugural only 16 passengers in total, we were the only ones in CE.
