I thought it maybe wasn't yet open for check-in, so waited un til T-30 for that flight, but I still get the same error. Is this normal for a US-bound flight, or anything to be concerned about.

When I view the booking on the app, it says "Muscat-New York - you are checked in". But above that it says "2/4 passengers checked in". In fact all 4/4 have BPs for the first leg, but none can get them for the onward. The family group has one US passport holder and 3 non-US with valid ESTAs.

Any insight appreciated.
visual confirmtion of passport and ESTA is done as CPB is here in AUH
