Just like any other pools in Vegas, if you are staying on property, you never need to pay any fees to use the pools.

I can't see anyone staying in the strip will go out of their way to use the pools in Rio, as I explained in a few posts above, Rio's pools are unpredictable, they will use various reasons to randomly open certain pools and not open the others, and just because a pool is open, waterfall feature may not turn on, I have a friend love the pools at Mirage because of their waterfall, he thought he can replicate similar experience at Rio, but despite he had emails exchange with Rio directly, Rio said all pools are open but actually is a lie, when we showed up, only the middle smaller fish pool and shell pool were open as they claimed "low occupancy on weekdays"
