Based on what I've seen across FFP over the past decade-plus, yes, I'm reasonably certain that AS is responsible for the limited JL availability compared to other programs, either because they're actively blocking space or because they're not willing to pay what JL wants for the inventory. Precisely how this is being implemented I have no idea.
