Travelling between IAD and DCA has become much easier in recent years, now that the Washington Metro has been extended to (and beyond) Dulles Airport. From Dulles, take the Silver Line (the only line that serves that airport) to the Rosslyn station and change within that underground station to the Blue Line, which will bring you to National Airport. You need to allow sufficient time, but the trip is quite simple, everything is well marked, and trains run every few minutes. Both airports are in Virginia, as is Rosslyn, so there is no need for you to go into the city of Washington.
