Probably better to complain to Costco Travel as Budget cares a lot more about their relationship with Costco than their relationship with YOU.
Agreed. You should at least CC Costco Travel so they are aware of your experience with Budget. They won't be able to help you or offer you compensation, but they can reference it in their negotiations with their contract with Budget.
