Officially it is ONE minute. Any changes made by the airline after the ticket has been issued are subject to passenger approval. But many airlines would update the new times, if these are small (+-10') Refunds are a little more complicated (for more than an hour, I was always able to refund or change the dates/flight times) than changes, but I would insist in finding the solution that best suits you NOT the airline.
