Right now you can only select them for free at check-in. Starting in a few weeks, 75K and 100K will be able to select for free at booking, just like on AS metal.
HA aircraft do not have Premium Economy (PE) seats. They have Extra Comfort seats akin to AS Premium Class.

Premium Economy is a separate cabin from Main/Coach which HA does not have. I am sure AS will eventually reduce the Extra Comfort seats on the widebodies and install a true Premium Economy section to be competitive.
