None are great in Dubai. But have a look at Banyan Tree (on Bluewaters Island) or one of the Jumeirah properties at Madinat. When I was staying at various resorts on the Palm, I mostly used the pool, as the water didn’t look great.
my favorite beach in UAE is saadiyat island in Abu Dhabi - you can access via Park Hyatt, St Regis, Jumeirah or Rixos. Or even day pass thru Saadiyat Beach Club.
