The UK CC market is a "problem" in the context of the nTP cap. The conventional award method would be 1 nTP per £X, giving that little dopamine hit of seeing your balance grow (see the AA LP CC schemes). The problem is this provides an incentivized cap on spending before additional spending gets redistributed to other CC's. Increasing the number of £ required to get a nTP slows the reaching of the cap, but also lessens the payout ratio. AmEx has been painted into a box here by BA's pronouncement of a nTP cap to with spend based earnings. While AmEx does effectively offer double nTP earnings until the cap, that also suffers the same fate once that cap is reached. The BA AmEx is likely now a £25,000 per year max spend card for anyone looking to maximize rewards, as Avios can be gotten elsewhere for less, and the companion voucher has already been earned. That's likely why AmEx is dragging its feet.
