Is it unreasonable of him (and me !) to expect the hotel to post him the passport FOC ?
I have had phone chargers and other items posted back to me from other hotels around Europe in the past without any charge.

To answer your question with a question - why should the hotel offer to return items for free? If this was the case, why wouldn't I accidentally leave my suitcase in the room and have the hotel ship it back to me, instead of relying on the airlines to lose it?
In the case that you mentioned, it certainly might foster goodwill to return it for free - but I certainly don't think that they should be required to return it without charge.
