Is it unreasonable of him (and me !) to expect the hotel to post him the passport FOC ?
I have had phone chargers and other items posted back to me from other hotels around Europe in the past without any charge.

To post something like a passport that has an undifined value, you would want it registered post anyway and the hotel would not pick up the cost for the guests error. Everyday there are items left by guests in rooms and the cost to send them all back FOC would not be feasible.
I have had it where we would send it FOC if it was a "regular" (property level regular) and they were not returning the following week and/or it was an important item eg-- wallet, that they needed to get urgently.
Just a question if she left the passport in France what ID did she have to get back to Ireland?
