There's a snag though.

It appears from discussions I've had that BA expects Amex to pay it whenever tier points are issued, on the basis that additional Amex spend is being generated.

In this scenario, it would be stupid to award tier points on the first £15k of spend because you are ALREADY incentivised to spend that to trigger the 241.

From Amex's point of view, offering 1 nTP per £10 spent AFTER £15k makes more sense. Even then, Amex is probably losing out because a lot of people swap to other Amex cards after triggering their 241 and those cards are more profitable.

A far more sensible option would be to allow people to choose between Avios and tier points from the card. Amex could keep paying BA the same amount per £1 spent on the card, so BA would be quids in whenever anyone selected the TP option AND it wouldn't strain the Amex relationship. BA should also be negotiating with oneworld to remove the cap on the % of tier points that a member airline can award from non-flying (AA has an exception to this BUT paid the price in giving concessions on certain other oneworld issues which BA would probably not want).

There is also the issue of what to do with people who delay triggering their 241. I have already spent £14k on both my BAPP and my wife's BAPP since they rolled over at the start of the year. They are now going in a drawer, unless a good hotel cashback deal turns up. What do I do about earning tier points now? I either have to trigger my 241 far earlier than necessary or forego TP earning via Amex.
