One of the worst hotel stays I've had in a while. I'll start with the good and work my way to the bad:

Pros:
- Elite recognition was good in that they upgraded me to the largest room they have (a half semi-circular room?)

Cons:
- WiFi didn't work on my floor at all. Worked fine in the lobby and first floor. FDA called their manager who said it's a known issue and they've been trying to get it fixed. Offered nothing in exchange. So I was forced to work in the lobby until 1am instead of my room. I heard several folks being checked in offered free breakfast for their troubles. As a Titanium I'm offered nothing? Weird.
- No water in the water jugs in the lobby multiple times. I checked at check-in (mid afternoon), in the late evening when I was forced to work there due to above-mentioned WiFi issues, and again in the morning. In the morning it was the rotting fruit from the day before.
- They provide lockers by the elevators to store your bags. Great concept except half of them didn't work at all (likely needed batteries)
- FDA in the morning was not friendly and not too helpful. She reluctantly stored my bags after I told her the lockers don't work. I retrieved my bags many hours later and nothing was missing so they were at least safe!

I wouldn't stay here again. The location is great for walking around Bucharest but compared to the treatment I had at the Sheraton I would definitely pass this place up next time. If you are set on staying in the old town area then don't look to the Moxy or the Sheraton (it's quite a walk).
