Doesn't this depend on when you arrive in Delhi? When did you arrive?

I have an international flight from BKK to DEL on April 2nd arriving at 2:15 A.M. I think majority of international flights arrive around midnight to early morning. I am hoping that there will still be a business class fast lane for arriving passengers. I need to go from Terminal 3 to Terminal 1 for my flight on Spicejet to Dharmashala. I will have about 5 hours and 25 minutes connecting time.
