Reading this thread I am surprised why people did not check the operating airlines website to see the details of your award booking.
Mine CLEARLY said on Oman site with language like this before AS reissued my ticket with proper baggage endorsement attached.

This prompted me to send an email to Oman as well as call them because I strongly suspected this was that too familiar cases happened on AA issued QR flights or EY flights tickets. So many reports in the past about how AA failed to attach the baggage endorsement to the tickets. It is a SABRE issue. Period.
After AS reissued the ticket, the above language disappeared.
Had you checked your booking on partner site for your partner flights, you would definitely see the above on Oman's and in QR's case, under class of service there is nothing written versus listing the corresponding checked bag allowance info if the ticket is issued correctly.
While this is truly the failures of AA / AS or to be more correctly, a ridiculous glitch in the current SABRE version that these 2 airlines are using, and it is a super annoying thing to get the AA / AS agents understand the issue - BUT if you guys check your bookings on the partner airlines sites, you would discover the issues LONG BEFORE you are at the check in counter.
It is still much better to deal with ignorant AA / AS agents to get it fixed than at the check in counter waiting for it to sort out. Or in one case the poster at the end X the booking on the spot because his bags fee added up to a couple thousands. Lucky for him they found awards on UA to get home. He started a thread in AA forum that ran very long. I was surprised to read it because that was already 18 months after similar issues first reported!
