I did find two WY employees (of >10) who helped: Mr. Ali, the assistant manager for Oman Air USA, and Mr. Salim, who was working the counter (not check-in) in Muscat. The latter went through the nonworking complaint web page with me and finally succeeded in filing it for me as I was boarding my flight to leave MCT. I have since received 2 emails saying that I was inquiring about mileage credit and lounges in addition to the baggage extortion. I replied to the second using an Arabic translation. We'll see...
