That’s quite possible and why I would include both carriers and leave it to the experts to sort this out. Presumably the DOT could still do bad things to Oman Air even if they don’t fly here, such as not allowing the sale of tickets in the US?
WY didn't sell the ticket, AS did. I think filing with the DOT and letting the airlines sort it out among themselves is a fine strategy though. If there was something similar for the UAE or Oman that could also make sense.
