The same happened to me, I had 2 free checked bags on United airlines, when I arrived in chi to check in to my connecting flight on Turkish air, they asked for my boarding pass and changed it to A Turkish boarding pass and told me I had to pay a baggage fee. When on awards, make sure you know and understand all the rules or you may be subject to unwanted suprises
United fed you BS. They are required to show you the fees when you book the ticket.
