Airlines are required to make available correct baggage fee rules during the booking process

I don’t know if the issue here is that AS displayed incorrect information or Oman Air didn’t follow the fee schedule. So I would probably simply file a DOT complaint and name both Alaska and Oman Air as parties to the complaint.
