Ok, it finally worked for me. So my theory is that any time there's a deposit of avios to BA, whether it's from Qatar, Iberia, gifted miles, miles transferred from Amex/Chase, etc., there's a "settlement" period trigger of exactly 7 days before you can move BA avios back to Qatar. I moved IB avios to BA on March 4th at around 8pm local time (I checked the time stamp on the confirmation email). So today March 11 (day 7), I tried transferring the Avios from BA to Qatar making sure to try it after 8pm and it worked. Again, YMMV but that's what worked for me.
