Since you've been given a lot of notice the cancellation aspect really only helps if what you actually seek is a refund or rebooking, which should be open to you but from your wording you want Right to Care, which in this scenario is not assured as far as a hotel booking is concerned. It may get paid, BA does sometimes go beyond the Regulation in this area. In terms of decision making I would assume it won't get paid.
