Thanks guys. Looks like the hydrofoil is the way to go.

I thought about Punta del Este, but it looks mostly like a beach resort. I'm sure it is lovely, but I'm not much of a beach goer and would rather explore a historic town. If I am wrong about Punta del Este, please let me know.
