It very much is. Agent (wrongly) claimed that bags over 23 kg can't be checked in and applied limited release on a bag because it's above 20 kg. KLM's rules clearly allow bags up to 32 kg to be checked in without any restrictions (except for paying a fee if flying in Y), irrespective of class of travel. Neither of the issues would exist if the agent followed KLM's policy.
