Here is the link to Accor's list of excluded hotels and brands https://all.accor.com/loyalty-progra...index.en.shtml. It states "All ibis Budget hotels (except hotels that are part [sic] this brand in Cambodia, Georgia, Japan, Mexico, Poland, Russia and South Korea)".

In addition to the ibis Budget hotels you stated in Chile and Australia there are also 4* (last time I checked) in the UK that also say you can earn Points. It's annoying that Accor have not updated their information.
