Reservations agents don't determine the fare or fees (or have any power to alter the distribution). You'll often see higher fees on international flights to Europe and places like the Dominican Republic.

odd - the fare I had initially had a $1000 “carried imposed fee” component, the adjusted one (after changing one flight) went to double that. I’m not doubting what you say, just… seems like shenanigans when you’re used to the way other airlines measure qualifying spend.
