It is not the SIM, it is the phone. The operators go by a EMEI positive list to decide whether or not the device is allowed on to their network. So if your device maker has not reported your EMEI number, or rather a range of EMEI numbers that includes yours, as enabled to networks higher than 3G, your device will be blocked in Australia.
Try to get on Vodafone's network, they seem to be the best at allowing devices on to their network as they closed their 3G before the Australian government got the brain fart that is the current transition setup.
