Until 29 March, there seem to be quite extensive benefits as per the CX website. But it mentions "Cathay Pacific members" and not oneworld members.
No, you don't get any benefit on UO-operated flight for being a non-CX oneworld member, period. Thank you for picking up that there are some changes eff. this north-hemisphere summer season, but it doesn't change the answer to your question.
