Maybe, it might be seen as lower risk. But if by VPN you're referred to a consumer VPN, the IPs that you end up using are typically rated higher risk because they're seen as the source traffic for many users, and the perceived risk of user traffic coming from the VPNs IP address is usually tainted by what everyone else uses them for.

Consumer VPNs have their place if you want to get around geo-locked content, but IMO they oversell their security message.
