It's probably an area that they didn't think about but has now come to the surface as an anomaly.
Alternatively, perhaps one of their spokespeople could tell us why this element of spend on BA is excluded.
It follows precedent with current TPs and with revenue based avios. BA just doesn’t think you should earn anything from reward bookings, and never has. So I don’t think it’s a matter of not being considered. Tbh I would have been shocked if they had said nTPs would be earned.
edit: and the issue now with rfs on short haul, and on long haul J, is that there is no YQ figure since there is no taxes/fees/charges figure. There are merely a number of avios & cash price points you can pick.
