The policy isn't applied consistency, it's easier for agents to do if the route is the same the the dates are changing, but yes, this can be done, if someone is unwilling to do it, hang up and call again. Make it clear to the agent that you don't want the upgrades re-credited to your account that you want them to keep them on the reservation and reapply them to the new flights.
