Hong Kong serves champagne from 07:00 to 22:00, when the lounge is staffed, and there is self pour wines for the rest of the night and morning.
No I have never experienced paying for a drink at the Ritz-Carlton Club Level.
But I am hardly surprised that a US property would find opportunities to charge for services the rest of the world don't. Hotel customer service is just not a thing in the US.
