That's just generally how AS rolls in a lot of markets, plus they obviously don't want to kneecap SEA while having to share $ with AA.
(Also for a lot of markets PHX is the same problem as SAN, a horribly unnecessary diversion compared to someplace like SLC/DEN/ORD, except maybe Texas and the Deep South.)
FWIW AA is typically flying RJs on PHX-SEA, which just goes to show you what a joke they are in West Coast markets. They have basically given up mainline service to AS and DL on PHX/LAX-SEA and are doing a bare minimum, check off the box, don't lose too much on leftovers who aren't flying the big dogs in the SEA market.
Also WN is down to 2x LAS out of SEA quite often these days, so very obviously they have also given up a lot of market share to DL in this market. Sort of doubt they're interested in PAE when they coughed up BLI and their SEA-LAS service is down to 2/3x (they've been shrinking their gate presence at SEA over in B).
