I don't know. IMO it would be a good thing if they sold regular SUICA cards instead of monorail-branded SUICA at HND because Monorail SUICA can only be refunded at Monorail stations.
In any case, you should be able to get a regular Pasmo at HND. I would recommend that over a Monorail SUICA.
