I gave up and finally called. Agent said JAL is still in the process of updating the membership and the "best time" to request for the card will be mid-March even though the website says Feb 17 LOL (Note this isn't the first time I had problem with incorrect info on the website in the past month and they have yet to correct the other incorrect info after they apologized for the mistake)
