Guys, from this and other similar threads it is clear that one can't avoid TIMRE/DG being collected when a ticket ex Colombia is issued. However, it is easy to get it refunded when you check-in for your flight ex Colombia.

No basis for complaining to DOT about domestic Colombian issues.
