If BA want to encourage that then they seriously need to reconsider the pricing.

For some reason, only small amounts of Avios as part-payment will give a better redemption rate than using larger amounts of Avios. I saw it recently on a BAH I was pricing up where 1,000 Avios will give £10.00 off but 10,000 Avios will only give about £80.00 off.

It seems completely the wrong way around to me, as I'd have thought it would be better for BA's (and IAG Loyalty's) balance sheet if people are encouraged to burn as many Avios as possible and as soon as possible.
