I don’t believe the Companion Certificate has ever needed to be used by the issuer as I just believe it only needs to be paid for by a AS Visa or wallet/GC funds. I’ve used my partner’s code and my wallet funds a few times in the past.
The version of the card was the "newer" one. Not sure if this is new verbiage on the site, or it's already been there and it didn't need the certificate holder ever. It says

Companion fare codes

Companion fare codes are unique discount codes that are issued annually to the following eligible cardholders. There may be an annual spend requirement. They cannot be transferred or redeemed by anyone other than the cardholder, and expire if not used within a year of issuance.
  • Alaska Airlines Visa® (USA)
  • Alaska Airlines Visa® Business card (USA)
