The minimun check-in time for international flights is 60 mins, the check-in times are set in the system so yes they're mandatory, although IIRC airport agents may have a 2 or 3 min grace period.
Definitely do not show up 50 mins before an international flight without checking in and expect things to go smoothly. If you don't have bags then just try to check-in online.
